• How does Pacto operate ?

    In a context where democratic systems and culture are weakened and discredited in Brazilian society, Pacto pela Democracia aims to coordinate the organized civil society's actions in a network to defend and continuously revitalize democratic construction in Brazil. It aims to contribute to a society where coexistence, freedoms, and democratic rights are ensured by institutions, for all people, and to all people. To achieve this, we divide our actions into four strategic programs:

  • STRENGTHENING INSTITUTIONS

    The Pacto objective is to consolidate and improve democratic institutions, promote active participation by civil society in government, and to improve the quality of the political system, with the overarching goal of upholding the Democratic Rule of Law.

    IMPROVING THE DEMOCRATIC ENVIRONMENT

    This can be achieved by promoting democratic culture and constantly monitoring the quality of democracy in Brazil.

    STRENGTHENING PACTO NETWORK

    The goal is to improve and foster collaborative efforts within the network of Pacto pela Democracia, firmly embracing diversity of ideas, yet united in the common cause of democracy.

    INSTITUTIONAL STRENGTHENING OF PACTO

    The aim is to create institutional narratives, consolidating both the management and financial sustainability of Pacto, while increasing institutional visibility.

    INTERNATIONAL FRONT FOR DEFENSE OF DEMOCRACY

    With attacks on democracy growing globally, Pacto seeks to unite international civil society on a front to counter authoritarian advances.

    Building networks and advocacy

    Bringing together organizations and actors from different sectors and ideologies to strengthen the pro-democracy movement.

    Scenario analysis and strategic planning

    Monitoring threats to democracy and developing strategies to prevent and counter them.

    Strategic communication and advocacy

    Defending democracy in public and private spaces, in the Executive, Legislative, and Judicial branches, and influencing public policies to prevent setbacks that may weaken the Brazilian democratic system.

    Project management

    Implementing initiatives to strengthen democratic institutions and promote a democratic culture.

    Action in times of crisis

    Such as coordinating the civil society response to electoral destabilization attempts in 2022 and the coordinated response to the proposal for excessive NGO oversight in 2019.

    Monitoring and advocacy

    Keeping track of the political-institutional landscape to prevent setbacks.
